The United States media group Tribune Company has filed for bankruptcy protection on Monday as it struggled to sort out its US$13 billion debt. It is the second-largest newspaper publisher in the United States, responsible for the Chicago Tribune and the Los Angeles Times, among others.

The firm has been hit hard by the industry-wide slump in newspaper advert revenues this year. Sam Zell, the billionaire who owns Tribune, took out large loans in order to buy the firm back in June of 2007.

The United States Chapter 11 bankruptcy protection law states that a company can continue trading whilst it sorts out its finances.

The Quebec general election is underway in the Canadian province of Quebec. Premier Jean Charest called the elections, saying he needed a majority to guide Quebec through a period of economic difficulties caused by the worldwide financial crisis.

Polls indicate that the Charest may obtain a majority, with support for his Quebec Liberal Party increasing to 45%, while support for the Parti Québécois remains at around 30%.

The polls will close at 01:00 GMT (20:00 local time), and the results will probably come in soon after that.

The United States government is reportedly close to an agreement for a US$15 billion bailout plan for the country’s three largest auto firms.

According to a draft obtained by the Associated Press, the deal would give loans to Detroit‘s struggling Big Three automobile manufacturers — Ford, General Motors, and Chrysler — but under the condition that the auto industry restructures itself to survive. Another condition is that the incumbent US President, George W. Bush, would appoint an overseer to supervise the effort.

Analysts suggest that the agreement could be signed into law by the end of this week.

A new version of Canada’s Food Guide was announced by Canadian Health Minister Tony Clement on Feb. 5, 2007. The guide has helped Canadians with healthy eating habits since 1942 but was last updated in 1992. It is the Canadian government’s most-requested publication after income tax forms.

Changes to the Food Guide include:

• a first-time recommendation to include a small amount of unsaturated fat in regular diets;
• physical activity to complement healthy eating;
• advice for some people to take vitamin supplements;
• an advisory to limit foods with excess salt, sugar, fat and calories, which is considered an unprecedented caution regarding junk food.

The Football Association of Ireland (FAI), Irish Minister for Sport, Taoiseach and Facebook social network groups are requesting a replay of the controversial FIFA World Cup play-off between Ireland and France in the interests of Fair Play. The FAI lodged an appeal with FIFA and also contacted the French Football Federation (FFF), it appears FAI hopes FFF may agree that a replay is fair play. Both captians, Thierry Henry and Robbie Keane, have called for a replay.

The Irish supporters, who in the past have won the FIFA Fair Play Award, are angry after a blatant double handball by Thierry Henry enabled France to score the extra-time goal that cost Ireland entry to next year’s FIFA World Cup finals in South Africa. Most Irish anger has been directed at FIFA, although French captain Thierry Henry has admitted handling the ball.

FAI has argued that there is a strong precedent; in 2005 where FIFA invalidated the result of a FIFA World Cup qualification match between Uzbekistan and Bahrain on the basis of a technical error by the match referee. However, Law 5 of the Laws of the Game state that: “The decisions of the referee regarding facts connected with play, including whether or not a goal is scored and the result of the match, are final.” and a source at Fifa headquarters in Switzerland said that “there is no way the game can be replayed”. The generic concept of fair play is a fundamental part of the game of football and the Fair Play Campaign was conceived largely as an indirect result of the 1986 FIFA World Cup in Mexico, when the handball goal by Diego Maradona.

The referee Martin Hansson and (referee’s assistants) Stefan Wittberg and Fredrik Nilsson were unable to see the incident but didn’t ask Thierry Henry if he handled the ball. Its hoped the mistake won’t cost the Swedish referee’s a place in South Africa. FIFA’s Fair play policy is playing by the rules, using common sense and respecting fellow players, referees, opponents and fans. The French union representing the nation’s gym teachers declared outrage at what it called “indisputable cheating.”

Minister for Sport Martin Cullen wrote to FIFA president Sepp Blatter urging him to call a rematch in the interests of fair play. Taoiseach Brian Cowen raised the issue with French president Nicolas Sarkozy on the fringes of last night’s EU summit. French Prime minister François Fillon said “neither the French government nor the Irish Government should interfere in the functioning of the international federation”.

Belconnen, Australian Capital Territory — Earlier today at the Australian Institute of Sport (AIS), Australian Paralympic Committee President Greg Hartung and the Federal Minister for Sport Kate Lundy formally unveiled the Australian Centre for Paralympic Excellence.

The unveiling ceremony started with a speech by Hartung who mentioned how important the AIS was to the Paralympic movement in Australia, with the first Paralympic scholarship holder being Russell Short, who earned his scholarship in 1988 and has subsequently competed in six Paralympic Games, with this year’s Games making seven. Hartung went on to discuss how many more Paralympians have subsequently been supported by the AIS, including Matthew Cowdrey who credits an AIS run recovery centre at the 2008 Summer Paralympics with enabling him to win a gold medal.

Lundy’s speech followed Hartung’s. She highlighted how the AIS specifically supports five Paralympic programs including rowing, athletics, alpine skiing, and swimming. Beyond those, the AIS, with funding assistance from the federal government, provided AUD$13.5 million to support the Paralympics for goalball, cycling, and weightlifting, with an additional AUD$2.25 million going to grants to support Paralympians directly through Direct Athlete Support grants.

Following Lundy’s speech, the Australian Paralympic Centre of Excellence sign was unveiled. There are 44 days left until the start of the Paralympic Games.

Three men are currently seeking the presidential nomination of the Reform Party of the United States of America: small business owner Andre Barnett, Earth Intelligence Network CEO Robert Steele, and former college football coach Robby Wells. Wikinews reached out to these candidates and asked each of them five questions about their campaigns. There were no space limits placed on the responses, and no candidate was exposed to another’s responses before making their own. The answers are posted below in unedited form for comparison of the candidates.

The Reform Party is a United States third party that was founded in 1995 by industrialist Ross Perot. Perot ran as the party’s first presidential nominee in 1996, and won over eight percent of the popular vote, the highest percentage for a third party candidate since. In 1998, professional wrestler Jesse Ventura ran on the Reform Party ticket and was elected Governor of Minnesota. The party fell in prominence during the lead-up to the 2000 presidential election when it was plagued by infighting between ideological factions. In 2000, paleoconservative Pat Buchanan won the presidential nomination, and went on to receive only 0.4 percent of the popular vote in the general election. In 2004, the party opted to endorse consumer advocate Ralph Nader, but ended the year nearly bankrupt. In 2008, Ted Weill won the party’s presidential nomination, but appeared on the ballot in only one state and won a total of 481 votes.

The party is currently trying to rebuild and has opened several new state chapters. They will attempt to appear on the ballot in more states for the 2012 presidential election. The party is expected to nominate its presidential ticket during the National Convention this summer.

Rescue crews have called an end to the search for eight mountaineers who went missing on the French side of Mont Blanc after an avalanche that occurred on at 0100 GMT August 24. Eight other climbers were also injured. Five of the missing are said to be Austrian and three were from Switzerland.

“[There is] no longer any chance of finding someone alive,” stated the interior minister of France, Michele Alliot-Marie who also added that are more people trapped beneath the snow. “Thanks to technology, we know for certain there are people buried under the snow, but it’s impossible to be sure exactly how many.”

Rescuers feared that there would be more avalanches and decided to end the search for survivors in the late afternoon today. The avalanche started at an elevation of 3,600 meters and went down the mountainside for nearly 100 meters, leaving a trail 50 meters wide. Rescuers used helicopters and dogs to search for survivors for a day, but failed to find any.

“[I saw] a wall of ice coming towards us and then we were carried 200 metres,” said one of the survivors from Italy, Marco Delfini who also said he tried to help the others caught in the snow.

There have been many accidents in the Alps this summer, about one hundred climbers have perished since June 1 in France, Italy and Switzerland altogether, of whom about twenty have died on Mont Blanc.

Buffalo, New York —Savarino Construction Services Corp. has proposed a $7 million hotel project at the Forest and Elmwood Avenue intersection, according to The Buffalo News. The proposal calls for a 5-story, 45,000 square-foot 80-room hotel with underground parking for at least 50 vehicles, and 4,500 square-feet of retail space on the lower level.

Hans Mobius, the owner of the five properties to be purchased in the plan (1109 to 1121 Elmwood), reportedly signed a contract with Savarino to assemble the development.

“We saw a huge opportunity to bring something to the Elmwood Village that will make sense and bring a service that’s currently not available,” said Eva Hassett, vice president of Savarino. “Elmwood is such a wonderful place to eat, shop, walk and spend time. We believe this project will add to that vibrant environment.”

Some business owners in the area see it differently. Wikinews interviewed 2 of the 4 owners whose business’s would be demolished if the development goes through.

Nancy Pollina, of Don Apparel at 1119 Elmwood, who found out about the development only yesterday, said she is “utterly” against the proposal. Her apparel shop has stood at the same location for nearly 14 years. She has volunteered in the community, and helped create several gardens around bus shelters in the city, and served on Forever Elmwood Board for six years as head of Beautification. Patty Morris co-owns Don Apparel with Pollina.

“To say this is a good looking project, I want to say the emperor has no clothes. This [project] does not take into consideration the needs of the college students. I have been told by college students, these shops here, are the reason they leave the campus,” said Mrs. Pollina.

Buffalo State College is 500-feet from the intersection.

Michael Faust, the owner of Mondo Video said, “Well, I do not really want to get kicked out of here. The landlord was very open, and the deal he made with me when I moved in here was ‘the rent is cheap and I [the landlord] will not fix anything and that will not change.'” Faust said he first learned of the development plan, “about 48 hours ago. I found out on Tuesday when the Buffalo News called and asked for my opinion on this.” Faust has not said if he will make plans to relocate. “We have to see if this [house] is going to get knocked down first,” said Faust.

An “informational” meeting, where citizens can voice opinions and learn about the proposal, will be held on Tuesday February 21, 2006 at 5:00pm (eastern), at the Burchfield-Penney Art Center Gallery at Buffalo State College, Rockwell Hall.

Executive director of Forever Elmwood Corporation, Justin P. Azzarella would not comment on whether or not the organization supports the development, saying, “you will just have to come to the meeting.”

Forever Elmwood Corp. is designed to preserve and protect the unique and historic nature of Elmwood Avenue and its surrounding neighborhoods and encourage neighborhood commercial revitalization. The organization was founded in 1994.

Nearly two years ago, the Forever Elmwood Corp. assisted in the blocking of the demolition of the Edward Atwater house at 1089 Elmwood next to Pano’s Restaurant which is at 1081 Elmwood. Owner Pano Georgiadis wanted to expand his restaurant onto the property where the house now stands, but the Common Council denied his permit to demolish saying the house is a historical landmark and needs to be protected. Georgiadis, who has a bleeding ulcer, said that all the court cases landed him in the hospital. “I got a bleeding ulcer, and since then, I don’t care about this house anymore, or this city. I just go to work every day. I think [preservationists] are parasites,” said Georgiadis.

Georgiadis will not be attending Tuesday’s meeting saying, “I will be out of town.”

In 1995 Hans Mobius proposed a plan to develop a Walgreens, that was to be placed in the same location, but residents and business owners shot down the proposal. Walgreens eventually withdrew its request for a variance after pressure from the community.
