Community Television consortium urges Australian government to increase funding for channels

The Community Broadcasting Association of Australia (CBAA) has urged the Australian government to increase funding for community broadcasters. CBAA is asking for an extra $AU14 million for “vital community broadcasting services.”

According to CBAA President Deborah Welch, community television is the training ground for the Australian media industry.

“It is the launching pad for the career of thousands of Australian musicians. It is an incredible source of local news, music and culture targeted specifically to local communities and produced by members of the community themselves,” Ms Welch said in a statement.

Stations broadcast a range of programs from religious programing, to car shows and sporting events. Several state based sporting leagues broadcast on community television stations. C31 Melbourne broadcasts an association football show called The Victoria Football Show; Queensland Community Television broadcasts AFL Queensland State League matches; and C31 Adelaide broadcasts Indoor Cricket & Netball and South Australian National Football League matches.

According to the CBAA, the primary income sources for community television stations are sponsorship announcements and community donations.

“The CBBA is calling on the Federal Government to commit $14 million in new funding for content production, infrastructure, training and sector co-ordination and planning,” Ms Walch says. “With $10.4 billion being spent on ‘strengthening the economy’ this is highly targeted $14 million will assist in skills development and employment pathways for many volunteers involved in local stations as well as strengthening local communities ability to sustain themselves in tough times.”

Australian Greens communications spokesperson Senator Scott Ludlum says, “[The] government should always be looking at ways to bring communities together, through sharing information and building partnerships.”

Swiss canton of Appenzell Innerrhoden fights back after invasion of German naked hikers

A local Swiss government has shown some bare cheek and has taken action, after hordes of German naked hikers rambling across the Swiss alps au naturel, caused indignation amongst locals.

Authorities in Swiss canton of Appenzell Innerrhoden have warned that starting from February 9, the government will impose hefty fines of 200 Swiss Francs (£122, €135) on naturists found walking or hiking in the nude without clothes in the picturesque mountains because of a recent influx of visiting German nudists.

The new ordinance is expected to be passed this spring. If it is approved by the local parliament on February 9 it should be effective on April 26. The Swiss canton aims to stop spread of ‘indecent practice’ by minimally-clad German climbers.

The problem started with a group of “boot-only hikers” who were stopped by the police in the Alpine region last autumn. They had wandered there regularly, proudly marching through nature with bare bums, and had also advertised what they thought was a naked paradise on the internet. But it was all too much for the Swiss.

A nude rambler dressed in nothing more than a rucksack and walking boots in the eastern Appenzell region was arrested and detained in the canton, but authorities were unable to file lawsuit because the act was not punished by law or ordinance at the time.

“We were forced to introduce the legislation against this indecent practice before the warm weather starts,” Melchior Looser, the canton’s justice and police minister, said. “Ultimately, in the summer lots of kids stay in our mountains,” he added.

In the guidelines imposed, arrested offenders who cannot pay the fine, will face legal action. The new enabling ordinance has, however, been met with protests by nude hikers. “We simply try to tune into nature. It’s the most harmless pursuit possible,” said Dietmar, age 58, a German lawyer.

German tabloid Bild Zeitung has editorially attacked Swiss intolerance and even suggested nudist alternatives worldwide, after hinting a Swiss tourism boycott. Local authorities of Harz mountain range in central Germany have also announced the openness to any visitor of an “official naked walking route” in nature’s outdoors.

Freikörperkultur (“FKK”), or “free body culture”, is a popular pastime in Germany. It is a German movement which endorses a naturistic approach to sports and community living. Behind that is the joy of the experience of nature or also on being nude itself, without direct relationship to sexuality. The followers of this culture are called traditional naturists, FKK’ler, or nudists.

The naked ramblers have hoped it doesn’t lead to another naturist-clothed ‘war’, like the one at a beach between German and Polish holidaymakers in 2008. Naturism has roots traced from the start of the 20th century. “Abandoning unpractical clothes enables a direct contact with the wind, sun and temperature”, naked hiker website nacktwandern.de stated.

But Markus Dörig, a spokesman for Appenzell Innerrhoden canton has defended the law, explaining that the “public nuisance” was a foreign import. “We have been receiving many complaints. The local people are upset and we in the government share their concern. How would one feel if one was to go walking in nature and suddenly came across a group of naked people? They are definitely not people from the area, and I think many of them come from Germany,” he noted.

“We are a small and orderly community and such things are simply out of place here. Perhaps in vast mountain areas naked people would not be much of a problem but here they simply stick out,” Dörig added. “I can understand that we all have to live in this world together,” said Barbara Foley, International Naturist Foundation member of the central committee. “But I would certainly enjoy doing the hike in the nude and I wouldn’t want to be deprived of it. It’s nice to feel the sun on your skin. Maybe they should designate a couple of trails and people would know they might come across naturists there,” she added.

Appenzell Innerrhoden (Appenzell Inner Rhodes) is the smallest canton of Switzerland by population and the second smallest by area, Basel-City having less area. The population of the canton was 15,471 as of 2007, of which 1,510 (or 9.76%) were foreigners. The canton in the north east of Switzerland has an area is 173 km². It was divided in 1597 for religious reasons from the former canton Appenzell, with Appenzell Ausserrhoden being the other half.

Appenzell is the capital of this canton. The constitution was established in 1872. Most of the canton is pastoral, this despite being mountainous. Cattle breeding and dairy farming are the main agricultural activities: Appenzeller cheese is widely available throughout Switzerland. Due to the split of Appenzell along religious lines, the population (as of 2000) is nearly all Roman Catholic (81%), with a small Protestant minority (10%).

The town, however is far from liberalism: the canton granted women the right of suffrage only in 1990 under pressure from the Federal Supreme Court of Switzerland and international human rights groups. The Alpine village of Appenzell Innerrhoden, being known for its beautiful landscape, has recently been declared a “naked rambler paradise” by a German mountaineering website, which was created by a lobby group of hikers.

You already know that switching to solar energy can have a big effect on the environment, but you might be wondering just how big an effect. After all, can one person or one family switching to solar energy for heat and electricity really make that much of a difference on the environment?

Yes! One person or one family can save 20,000 tons of greenhouse gas from polluting the environment just by using solar energy to heat your hot water and heat your home. 20,000 tons is a lot of greenhouse gases! And thats just if one home just switches to solar energy. Imagine the decrease in greenhouse gases that could happen if 20,000 people per year switched to using solar energy to heat their hot water and heat their home. Add to that the effects of reducing energy consumption by 50% if you use solar energy for electricity and suddenly the impact on the environment is enormous.

In addition to reducing the amount of greenhouse gases that you put out switching to solar energy has a big impact on the environment because you will be reducing the amount of fossil fuels that you are using. Fossil fuels are very bad pollutants and contribute directly to poor air quality and other environmental problems.

The environment isnt just hurt by people burning fossil fuels for energy. The environment is also hurt by what is necessary to get those fossil fuels. Enormous portions of the earth need to be dug up, processing plants and refineries built, and natural ecosystems destroyed all over the planet just to get to the fossil fuels that are buried in the earth. Most of the pristine wilderness is gone in any country that has natural deposits of fossil fuels because of the ever-growing demand that countries around the world have for fossil fuels.

When fossil fuels are processed there is a huge amount of solid waste, much of it toxic, that is left behind. This waste takes up space in landfills and then seeps into groundwater while the runoff flows to the waterways polluting the water and the soil. The carbon dioxide and other gases that are released poison the air for miles around the processing plants of these fossil fuels.

Solar energy might not solve all of the environmental problems that we face as a result of the overuse of fossil fuel but its a start. Just having a few thousand people per year switch to using solar energy to heat and power their homes will be a big step towards creating a safer, cleaner environment for everyone. And since the costs of buying and installing solar panes is dropping all the time soon it will be a lot more common for homes to use solar energy for their power needs.

Australian researchers confirm stress makes you sick

Australian researchers say they have scientifically proven that stress causes sickness. The Garvan Institute in Sydney has discovered that a hormone, known as neuropeptide Y (NPY) is released into the body during times of stress. Their findings show the hormone can stop the immune system from functioning properly.

“Neuropeptide Y is one of those hormones that gets unregulated or released from neurones when stressful situations occur…it’s known for example that it regulates blood pressure and heart rates so your heart rate goes up but it hasn’t been known that it actually can affect immune cells as well,” said Professor Herbert Herzog, one of the researchers.

Herzog feels it is good to finally have proof of something people have suspected for so long.

“Now we have proven without doubt that there is a direct link and that stress can weaken the immune system and that makes you more vulnerable when you for example have a cold or flu and even in the more serious situations such as cancer can be enhanced in these situations,” said Herzog.

The Garvan Institute study centres on two key events that enable the human body to recognise foreign substances and control invaders. When our body encounters a pathogen (bacteria and viruses), the immune cells retain and interrogate suspects. Their activation is made possible by NPY. These cells then return to the lymph nodes, which are found all over the body, with information about the foreign invaders. The lymph nodes are where decisions about defence are made.

“Most of us expect to come down with a cold or other illness when we are under pressure, but until now we have mostly had circumstantial evidence for a link between the brain and the immune system,” said lead Garvan researcher, associate Professor Fabienne Mackay. “During periods of stress, nerves release a lot of NPY and it gets into the bloodstream, where it directly impacts on the cells in the immune system that look out for and destroy pathogens (bacteria and viruses) in the body.”

In the case of bacteria and viruses, TH1 cells are part of the attack team that is sent out on the ‘search and destroy’ mission. But when their job is done they need to be turned ‘off’ and the immune system reset. The same hormone, NPY, that activates the sentry cells now prompts the TH1 cells to slow down and die.

“Under normal conditions, circulating immune cells produce small amounts of NPY, which enables the immune cells on sentry duty and the TH1 immune cells to operate – it’s a yin and yang kind of situation. But too much NPY means that the TH1 attack is prevented despite the foreign invaders being identified – and this is what happens during stress,” added McKay.

The impact of stress on the body has been observed in athletes. Ph. D researcher at the University of Queensland, Luke Spence, together with the Australian Institute of Sport, studied elite and recreational athletes over five months.

They found elite athletes were more susceptible to respiratory diseases under stress.

“A lot of elite athletes put themselves through vast amounts of physical stress in their training, but also their emotional, psychological stress of feeling the pressure of Australia on their shoulders, wanting to compete and wanting to do their best,” said Spence.

It’s not just athletes who are prone to stress. Pressures at work and at home may cause emotional and mental stress that can be equally damaging. Almost a third of all work absenteeism in Australia is due to illness, costing employers over $10 billion a year.

“I think it has a huge impact for the work force and also for employers – if their employees are constantly stressed, constantly under pressure, they are more likely to get sick,” Spence said.

Further research could lead to the development of new drugs which may inhibit the action of the neuropeptide Y hormone.

Herzog warns people to minimise stress before it becomes a problem.

“Relaxation methods like yoga will help you to prevent that but there will still be people out there that are not responding to that and treatment by interfering with the system will be important,” he said. “There’s obviously some time until such a treatment will be available but this is something we will definitely work towards.”

The Garvan research will be published in the Journal of Experimental Medicine, Volume 202, No. 11.

Iraq, Syria, Iran form friendly relations

24 years ago Iraq and Syria severed diplomatic relations because Syria accused Iraq of giving support to the Muslim Brotherhood who were causing disorder in Syria. Now, as an outcome of meetings between Walid Moallem the Syrian Foreign Minister, the Iraqi President Jalal Talabani and Prime Minister Nuri al-Maliki, relations will be restored.

Both countries are agreed that the borders between them should be sealed more tightly to prevent the flow of fighters, arms and ammunition to Iraq, Syria saying that Iraq should do more to secure the border than it has been doing lately.

The two countries are agreed that US troops are needed in Iraq at present but that they should leave as soon as they are no longer needed. Syria wants a timetable for the progressive withdrawal of US forces.

The steps needed to establish full diplomatic relations and to open embassies in Baghdad and Damascus are set out in an agreement signed today in Baghdad. Zebari proclaimed “We will hoist the Iraqi flag in Syria and the Syrian flag in Iraq”.

Meanwhile, President Talabani has agreed to meet Iran’s President Mahmoud Ahmadinejad in Tehran on Saturday to discuss security matters.

Although the British Prime Minister has been encouraging more positive relations between Iraq and its neighbors, Syria and Iran, the United States has been critical of both of them. Last week, US Secretary of State Condoleezza Rice said she was opposed to including Syria and Iran in talks about security in Iraq. She accused Syria of having aligned itself with “the forces of extremism” and expressed frustration that despite repeated talks with Syria, nothing seems to have influenced their behavior. Regarding Iran, she said she could see nothing in its behavior that suggested it could contribute to stability in the area. She expressed the view that Iraq must take more responsibility for its own security.

Today, the White House welcomed the news of the rapprochement between Syria and Iraq. The spokesman for the US National Security Council saying “We’ve always encouraged Iraq’s neighbors to take a role in supporting and assisting the unity government in Iraq”.

President Bush met the Iraq Study Group, headed by former secretary of state James Baker on Monday. The Democrats in the Group said that, in order to encourage the Iraqi government to face its responsibilities, there should be a phased withdrawal of US troops from Iraq, starting now. The President rejected this suggestion, remarking that this was a military matter and depended upon the situation on the ground.

Recommendations from the bi-partisan study Group are expected to be delivered to the President and Congress sometime in December this year. The group is composed of five Democrats and five Republicans.

Scientists say excess cerebrospinal fluid may serve as early sign of autism

In a study that appeared on Monday in Biological Psychiatry, scientists from the Universities of California and North Carolina, with several other universities in the United States and Canada, report a strong correlation between abnormal distribution of cerebrospinal fluid in infants and later development of autistic symptoms.

“The more extra-axial CSF present at six months, the more severe the autism symptoms when the kids were diagnosed at 24 months of age,” said first author Dr. Mark Shen, a postdoctoral fellow at the University of North Carolina.

The study covered 343 children examined aged six months, twelve months, and twenty-four months, 221 of whom had older siblings with autism. Children with higher than usual volumes of cerebrospinal fluid in the subarachnoid space — the area just around the brain — were more likely to be diagnosed with autism later in life, with a strong correlation in the high-risk group. Ultimately, cerebrospinal volume was able to provide an early diagnosis of probably ASD in high-risk children with 70% accuracy. The six-month-old babies who later went on to a diagnosis of autism had an average of 18% more CSF by volume than those who were not so diagnosed. This built on the findings of a 2013 study that covered only 55 children.

Researchers said it is not clear whether a large amount of cerebrospinal fluid actually causes autism or not. While studies have shown that cerebrospinal fluid, once thought to act solely as a cushioner and shock absorber for the brain, can influence the way neurons grow, Shen speculated that the large amount of fluid may itself be a symptom: “We believe that extra-axial CSF is an early sign that CSF is not filtering and draining when it should. The result is that there could be a buildup of neuro-inflammation that isn’t being washed [a]way.”

Currently, coauthor David Amaral said, children are not diagnosed with autism spectrum disorders until they are old enough for their behavior to change, usually at two or three years old. Researchers said these findings could be used to develop an early diagnostic system usable when the patient is as young as six months old.
